In 1998, Maldives College of Higher Education was established to rationalize resources and assure quality of all the existing post-secondary government institutes. The College was to be administered by an interim college council drawn from the institutes and the central office. And in 2001, College constitution was approved by the Higher Education Committee and
all faculties and centres were named to reflect the organizational structure,and an academic career structure was implemented making salaries and benefits uniform for all staff of the College.

The vision of the precursor institution is that the institution will perform and be acknowledged as the outstanding academic institution of the nation and one of the finest in the region.

The mission of the University is enshrined in Dhivehi in the Univesity Act. The unofficial translation of the mission of the Maldives National University is to create, discover, preserve and disseminate knowledge and skills necessary to enhance the lives and livelihoods of people and essential for the cultural, social and economic development of the society so that this nation shall remain free and Islamic forever
